Vegetables such as broccoli, cauliflower, and celery are low in carbs and high in fiber. Broccoli has 6 grams of carbs and 2.5 grams of fiber per cup, cauliflower 5 grams and 2 grams, and celery 1 gram of carbs and 1 gram of fiber.
